Ethiopian Grade 12 University Student Placement to be announced soon.

The National Educational Assessment and Examinations Agency (NEAEA.gov.et) will announce Grade 12 University placement for Students in the coming weeks. Students who have scored above the entrance mark will be placed in different universities all over Ethiopia.
The agency has stated that it is working hard to make sure that most students are placed in universities that they have chosen. The agency is also working hard to place most students in the fields they have chosen.
Students can check their placements online using the agency’s website: www.app.neaea.gov.et or www.nae.gov.et or by sending free of charge text message to 8181.

Ministry of Agriculture to Re-Establish Coffee & Tea Authority

The Ministry of Agriculture(MoA) is collecting comments on a draft regulation to re-establish an authority for coffee and tea development years after a similar body was discarded as irrelevant.
The new body, to be called Coffee & Tea Development & Trade Authority, will not be any different from the now defunct Coffee & Tea Authority, which was abandoned by the government seven years ago, said Fikru Amene, coffee development director at MoA.
The Authority was abandoned with the introduction of the Ethiopian Commodity Exchange. The re-establishment of the Authority came at the request of the Prime Minister at the end of April, 2015. Subsequent to the request, the Ministry finalised the draft regulation based on an assessment of the sector, which was carried out with the collaboration of the Ministry of Trade (MoT) and the Ethiopian Institute of Agriculture Research (EIAR) in 2013.
Currently, MoA is responsible for the development of coffee and tea, while MoT controls and regulates the trade facet.
Government’s assumption and ambition to promote the products through these separate entities has not been satisfactory, admitted Fikru. Though the country’s coffee product is said to have the highest quality, the benefits from it have not been equivalent, he added.
Three weeks ago, MoA shared the draft regulation with sectoral associations, including Coffee Exporters & Ethiopian Coffee Roasters Association. Among the suggestions it received included that of forming a separate ministry for coffee and tea, instead of just an entity under the MoA.
The major reason for the establishment of the separate entity was to give due focus to the sector and to create a harmonised policy execution, and service provision starting from the production of the goods to the transactions within a single body, reveals Fikru.
In relation to production development, the draft states that the Authority will have the responsibility to provide an extension support programme at the regional level and also to promote coffee and tea within the country and in the international market. It will also have a mandate to control and regulate the market ranging from issuing and revoking trading licences of coffee suppliers as well as tea distributors. to carrying out quality inspection, all in accordance with the Coffee Market Control & Regulation Proclamation No. 602/2008.
The Authority is supposed to have a director that will be appointed by the government and an advisory board. It will be responsible to MoA, which will also shoulder the work of drafting policies, rules and regulations and enforcing them as well, according to the draft.
Its base will be in Addis Abeba with additional branch offices in regional states, having a budget allocated by the federal government.
An expert at MoT complained that the Bill missed including research in the area.

Ethiopia Beats Coffee Export Target with Higher Than Planned Revenue

The half fiscal year of 2014/15 saw a success in terms of achievement in the export of coffee although it leaves uncertainty in the future of the coffee market.

The country’s plan for the first six months of the budget year was to export 73,593.5tn of coffee and gain an income of 269 million dollars. The actual export was 73,227.9tn, from which a higher than targeted revenue of 307.5 million dollars was gained.

“The gain from the export exceeds the plan because the international coffee price was better in the export period,” said Getahun Bikora, coffee marketing director at the Ministry of Trade (MoT).

This year’s plan of the Ministry is to export 235,950tn of coffee to gain 862.5 million dollars.

“The new coffee is yet to come to the market and it will increase the volume of the coffee that we export,” said Getahun.

At the beginning of the fiscal year 2014/15, Ethiopia, which supplies less than five percent of the world’s coffee, was said to benefit from the plague on the Brazilian coffee. The production of Brazil’s coffee was said to decrease significantly although it only decreased by five percent.

“We did not benefit from the coffee market as we expected when we heard of the Brazilian coffee issue although we have achieved our target,” Getahun said.

The performance of the coffee that is exported according to the plan is 99.5pc and the income performance shows a performance of 114.3pc. The seventh month export of coffee was planned to be 90,483tn while 79,365tn of coffee was exported, showing 88pc performance. The gain from the seventh month export was planned to be 330 million dollars while the amount gained was 339.4 million dollars, which is 102pc of the planned performance.

In the three weeks of the eighth month, 9,120tn was exported, bringing in an income of 42 million dollars.

Ethiopia expects to produce 461,620tns of coffee this year, of which it expects to export 239,950tns for 862.55 million dollars, showing an increase of 23.6pc in volume and 20pc in revenue from the previous year.

In 2013/14, the country planned to export up to 277,500tn but has done only 190,876tn with the planned revenue falling down from the planned one billion dollars to only 717 million dollars.

The international price of coffee has been declining since mid January. The international market price of coffee on February 3, 2015, per pound was 163.6 American cents and it dramatically fell down to 137.6 American cents per pound on March 3, 2015.

“The major thing we should do is to make the price of the Ethiopian Commodity Exchange (ECX) line up with that of the international market and craft a subsidizing policy to increase the amount of export,” said Getahun.

The international coffee price is yet expected to fall well up to 120 American cents a pound, which the Ministry sees as a future challenge in the coffee market as the international coffee market does not depend on fundamental issues of demand and supply but rather on the technical issues that govern the market. These issues could be political or such.

Ethiopia stands fifth in the world with a production of 379,500tn a year, having the world’s supply share of 4.5pc in 2012/13. Out of this, the amount Ethiopia exported was 3,134 bags, which amounts to 47.5pc (180,262tn) of the total production.

The other top producers of the world are Brazil with 34.46pc share of the total coffee with three million tones of production. Next comes Indonesia with 8.75pc share having 0.76 million tonnes, followed by Vietnam and Columbia having the world’s share of 7.99 and 7.17pc with 0.69 million tonnes and 0.62 million ton as the International Coffee Organization (ICO) data indicates.

The Ethiopian coffee lacks competitive advantage in the market as it has many constraints in the marketing and producing process as experts in the sector state. Lack of traceability, quality of production and its being challenged by illegal trade are said to affect the country’s benefit from the sector.

Model registration procedures are sent from the Ministry’s Diaspora Directorate to all the regions, which the regions adopt based on their region’s area, land lease price, standards of urban areas where construction will take palce and construction cost, explained Fiesel. Almost all regional states have completed their directives, except Harari, Benishangul Gumuz and Afar, said Fiesel.
In Addis Abeba only, apartment houses are planned to be built, according to Addis Abeba’s Diaspora Housing Development Directive. The apartments can be a G+4 or above but if the construction is taking place in the central zone of the city only a G+12 and above apartment building are allowed, according to Tesfa Bisrat, head of Diaspora Coordinating Desk with the rank of assistant advisor to the mayor. The apartments will be built in group that contains either 12 or 24 members and 50sqm of land is allocated for each member for the house, stated Tesfa.
The Tigray regional state completed and approved its diaspora housing directives in June 2014, according to Atakilt Gebreyhiwot, Tigray Urban Development, Trade and Industry Bureau director. We have outlined an initial directive on how to proceed with the housing program but the directives can be improvised based on the interests of the house buyers as well as important guidelines we would like to include in the directive, stated Atakilt.
Tigray has planned to include apartment housing with two floors or above in all parts of the region, he said. The houses can be two, three or four bedrooms houses, according to the directives. The two-bedrooms house will rest on 60sqm-80sqm with the price tag of 424,390Br. The three-bedroom house will cost 573,500Br and rests on 80sqm-100sqm. The four-bedroom house will rest on 100sqm-136sqm with the cost of 779,960Br.
Another region, which has already completed its diaspora housing directives, is the Oromia region. The region has included in its directives an apartment as well as town housing program, according to Bayissa Hirko, Oromia Industry and Urban Development Bureau, senior expert of housing transfer and administration. The apartment will be G+4 or above, having two, three or four bedroom houses, he added. The two-bedroom house will rest on 80sqm land and costs 400,000Br, where as the three-bedroom will cost 550,000Br and rests on 100sqm land; the four bedrooms will be built on 110sqm land and will cost 700,000Br. The town houses will have a G+1 and G+2 format and will be built on 120sqm and will cost 500,000Br and 800,000Br respectively, explained Bayissa.
The Southern Nations, Nationalities & Peoples’ Region (SNNPR) has categorized its urban areas in different levels, with Hawassa as a leading city. The rest are categorized as high-level, mid-level, town and developing towns, according to Aschalew Kassaye, SNNPR Industry and Urban Development Bureau, housing development and administration. The distinction was made based on population number, area, economy and service provision of the towns, explained Aschalew.
An apartment and a town house are to be built in the region, according to the directive. Only G+4 and above apartment houses will be built in Hawassa with two, three or four bedrooms which rest on 50sqm, 65sqm, and 80sqm respectively while a G+3 apartment will be built in high-level towns. The apartment houses can be two, three and four bedrooms, which will rest on 55sqm, 70sqm and 85sqm of land, respectively. Only G+1 and G+2 town houses can be built in mid-level towns that have two, three or four bedrooms and built on 60sqm, 75sqm, and 90sqm, accordingly. For the developing towns only the construction of a single storey town house construction is allowed, stated Aschalew. It will have two, three or four bedrooms, which rest on 65sqm, 80sqm and 90sqm of land respectively. But cost decisions will not be finalized until January 9, 2015, he added.
Dire Dewa has only planned the construction of G+2 and G+3 town houses, according to Sebsibe Mekonnen, the city’s diaspora affairs coordinator. The houses will have two, three and four bedrooms, which rest on 128sqm, 160sqmand 200sqm, respectively, with 582,400Br, 728,000Br, and 910,000Br cost.
The payment will be made in hard currency, 50pc upon registration and the rest when construction begins, according to Feisel. An Ethiopian diaspora who has never owned a house by his name or through his relatives can register for the program. It is possible to register collectively forming 12-24 members, stated Fiesel. The home buyers can come up with their own design but as for hiring a contractor of their choice, some regions directive compel them to hire only government contractor.
The directives are a work-in-progress, which could be modified based on the discussion, stated Sebsibe. We are trying to come up with standardized and similar directives and most of the directives reflect this, stated Fiesel. The directives, which are collected from the regional diaspora offices, have been distributed to Ethiopian embassies. When all the regions complete the preparation, then we can proceed to the registration phase as we are now completing the work plan schedule, added Feisel.

Recalling the construction of 13,000 condos launched this Ethiopian budget year, the general manager said 30,000 houses are currently being built in the capital. Alongside reducing shortage of houses in the city, the 40/60 housing development project has raised the culture of saving, it was learned.

41,000 condominium apartment units will be transferred to home owners on March 19 - March 22, 2015 in Addis Ababa, Ethiopia. Ato Diriba Kuma, Mayor of Addis Ababa disclosed that 32,000 of the units will be given to new home owners while 7,000 will be given to those who were relocated for the construction of the condominium apartments. Out of the 35,000 houses, 1,000 are 10/90 condominium units while the remaining 34,000 are 20/80 units. The condominium units are located in Yeka Abado, Bole Bulbula, Tulu Dimtu and 7 other locations.

Ato Diriba Kuma also noted that there will be additional 1,200 40/60 condominium apartments that will be handed to home owners this fiscal year. There will also be a construction of new 15,000 40/60 condominium apartments. At the end of this fiscal year (Sene 2007 Ethiopian Calendar), 32,000 additional condominium apartments will be handed to owners. Out of the total 32,000 units, only 1,200 units will be 40/60 apartments while the remaining are 20/80 condominiums.

Moved by a larger demand for the 40/60 housing scheme, the Ministry of Urban Development, Housing & Construction (MUDHC) has prepared three new designs of up to 24 storeys.

Apart from the 12 storey buildings under construction at different sites across the city, the rest of the buildings to be constructed under the new scheme will be 16, 18 and 20 storey with two basements, and 24 storey buildings with three basements, according to Desta Shewamola, head of Houses & Building Design Preparation & Implementation Department.

The Ministry has commissioned the preparation of the designs to ETG Designers & Consultants Plc, for the design of the 16, 20 and 24 storey buildings while the Addis Abeba Savings & Houses Development Enterprise (AASHDE) has prepared the design for the 18 storey buildings. ETG is a category 1 consulting and designing firm established in 1995.

The decision to increase the height of the buildings to be constructed under the scheme is made in order to accommodate the larger demand of houses through an efficient use of the lands apportioned for the purpose, according to Desta.

In addition to the increased number of houses to be included in the newly designed buildings, the proportion of the types of houses to be included in each of these buildings will also vary from those currently under construction.

The Ministry has availed three types of houses under the 40/60 scheme based on the number of bedrooms they accommodate. Accordingly, the 12 storey buildings under construction encompasses one bedroom, two bedroom and three bedroom houses, the number of which are equally proportional in each of the buildings.

Nonetheless, the design of the 12 storey buildings, which was made before registration of the house was made, that has incorporated all the three types of the houses in proportional number is found to be incompatible with the demand manifested for each of the three types of houses during the registration under the scheme.

Out of the total number of 160,000 residents registered under the scheme, only four percent is registered for one bed room houses and 46pc for the two bed room while half have registered for the three bed room houses.

Currently, there are 12,279 houses  that are being constructed at nine sites across the city under the scheme. Out of this the construction progress of those at Lideta District, Senga Tera area has reached 61pc while those that started in the last fiscal year, at other sites have reached 12pc completion, according to the final draft of the annual performance of the Ministry.

City residents who are registered under this scheme must save 40pc of the value of the houses within five years and the government arranges a loan for the remaining 60pc from the Commercial Bank of Ethiopia (CBE) by mortgaging the house to be transferred to the user upon completion.

One, two and three bedroom houses under the 40/60 scheme cost  162,000 Br, 250,000 Br and 386,000 Br, respectively. The respective monthly savings are 1,033 Br, 1,575 Br and 2,453 Br for five years.

The construction cost of the buildings for the house seekers under the scheme is, however, adjustable based on the market price of the construction materials. Besides, the cost of the newly designed buildings may differ from the current amount, according to Desta.

“The price of the houses may increase,” says Desta. “The government, however, may subsidise it.”

Every building to be built based on the new designs will have an electric power generator that will serve the houses in case of a power shortage, according to Desta.

In addition to those in progress under the 40/60 scheme, the government is also constructing 124, 220 houses under the 20/80 low cost housing scheme. Out of this, the construction of 71, 127, which were begun in 2010/11 and 2011/12, has reached 91.2pc while that of 13, 014 houses has reached 13.28pc; those whose construction started in 2013/14 fiscal year are at basement stage. The total number of house seekers that are registered under this scheme is 780,000 residents of the city, according to data from the Commercial Bank of Ethiopia (CBE).

The third category of the low cost housing types underway by the government is the 10/90 scheme, for which around 20,000 house seekers are registered, according to data from the CBE.  The construction progress of the 24,288 houses for the registrants under this scheme have reached 62.17pc, according to data from the MoUDHC.

The government has now used 6.3 billion Br which has been raised through the sale of bonds for the construction of these houses, the Ministry says that so far 1.25 billion Br has been spent on the 40/60 houses currently under construction.

Germany supports African Union with additional €30m

The German Government on Thursday pledged an additional amount of €30 million in support of different programs of the African Union Commission (AUC). 

Focus areas of the funding are peace and security, infrastructure, agriculture, education and capacity building.

Part of the money will be used to scale up the pilot phase of the Trading for Peace Project of COMESA, which seeks to support small-scale trade in the Great Lakes Region and to foster peace-building.

During the agreement signing ceremony, Mr. Erastus Mwencha, Deputy Chairperson of the AU Commission, expressed appreciation to Germany for its continued support to the AU Commission.

Officials from the Ministry of Economic Cooperation and Development (BMZ) of Germany for their part expressed their government’s interest to assisting Africa strengthen its capacity to address security and developmental challenges in a more effective and sustainable way.

Germany extended 1.4 billion Euro support to the African Union over the past four years.

Hydro dam projects yielding competent Ethiopian engineers

Construction of electric generating dams in Ethiopia is simultaneously equipping domestic engineers with valuable expertise as it meets energy demand.
 

Recently a team of journalists gave a visit to Gibe III Dam where they learnt how enormous skill transfer is happening there.

Salini Costrutori, an Italian construction company, is leaving its marks on the domestic professionals as it runs its daily routines to successfully construct the Dam.

“Salini Costrutori is imparting a lot to Ethiopian engineers involved in such projects,” Engineer Kenzu Temam, project supervisor, told the reporters.

“Believe me sooner Ethiopia will have the expertise to manage such complex construction projects with home-grown talent.”

Project Site Manager, Engineer Mebratu Teshome shared the view and hopes in the near future Ethiopia will be seeking no more foreign talents that take away its much needed hard currency.

Project Manager of Gibe III for Salini Costrutori, Engineer Eugene Zopis admired the unprecedented green energy development in the country over the last decade.

He said the contribution of the energy sector to the national growth has been mammoth. No doubt, he explained, such projects would eventually create domestic competence that can manage power projects like Gibe III and beyond.

Gibe III is achieved by 65 percent so far and will generate 1,870MW electric power when it is got done. Figures indicate that construction of the Dam would consume some 32 billion Birr.

CMC to Mexico Square Railway Project Creates Problems for AAWSA

The light rail transit project of Addis Ababa city faces delays due to the concurring eight kilometer long water pipeline relocation, which will not be completed until the coming rainy season.

According to the plan, before the construction of a railway line from CMC to Mexico Square, the main line of water supply to the city from Legedadi Dam has to be relocated. The relocation has been necessitated by the light railway construction, which follows the same line as the water pipeline.However the Addis Ababa Water and Sewerage Authority (AAWSA) signed a deal with the Chinese contractor, CGCOC, in August 2012 to relocate the pipeline which provides water to over a million people in the city, within ten months, but the project is not expected to be completed until July 2013. Sources at the Ethiopian Railway Corporation (ERC), the state owned enterprise which owns the project, told Capital that AAWSA has confirmed the project will be completed in April 2013. “It would not be so bad if the delay was for two months or so, but we have to wait until October for the rainy season to end” ERC sources complained.
According to sources, this was one of the major issues discussed at a meeting held this past week by the project steering committee chaired by Diriba Kuma, Minister of Transport and Kuma Demeksa, Mayor of Addis Ababa.

According to sources, the current obstacle has garnered a great deal of attention not only from relevant steering committee offices but also from the federal government, which is also evaluating the issue. According to sources, late Friday November 23, 2012 relevant officials discussed the issue at the Prime Minister’s office, but the source did not go into any further detail. The steering committee includes the Ethiopian Electric Power Corporation (EEPCo), Ethio Telecom, ERC and AAWSA.

According to sources who attended the steering committee meeting, ERC has expressed its apprehension about the delay of the water pipeline project until the rainy season.
According to our sources, China Railway Eryuan Engineering Group (CREEC), is interested in finalising the project before the original deadline set on the contract agreement signed with ERC. The deal indicated that the project should be completed by mid-2014, but the company promised that it will complete it within two years if the project site can be cleared for the construction on time.
According to the deal, the project will cost the city about 400 million birr. .

Etsegenet Tesfaye, public relations head of AAWSA, told Capital that parts of the project are being undertaken on time. She said that the project will not be delayed or rescheduled for additional months. “They will accomplish the project as fast as possible,”  Etsegenetsaid.
Even though the public relations head said the project will be completed on time; officials at ERC who requested anonymity said that based on the current condition of the pipeline relocation project, the execution period of the railway project will be affected significantly.
CREEC was awarded the 37.375Kms Addis Ababa light rail transit project and commenced working mid 2012.

The railway stretches mainly from Defence Forces Hospital to Ayat Village, which is 17.26Km, with other tracks that will lead from Meskel Square to Kality (16.246Km) and the 3.875Km rail line from Lideta to Menilik Square.
The Addis Ababa light rail transit project also designed by CREEC is expected to be 60 percent financed by the Chinese government and 40 percent from the coffers of the Ethiopian government.

The 37.375Km Addis Ababa light rail transit project is estimated to cost over 400 million dollars and is scheduled to be completed in two and half years. The project is one of the projects expected to be finished during the Growth and Transformation Plan (GTP) period.
Currently, construction between Ayat and Civil Service College in eastern Addis Ababa is actively taking place. According to sources, the railway from Ayat to Megenagna will be partially open for service when it is completed. It is unknown exactly when it will be completed, but it is expected to start operation before the other light rail projects.
The Ethiopian Railway Corporation has also signed with CREEC to construct the first phase of the 317Km Addis Ababa - Me’eso railway line.
The second part of the 340Km Me’eso - Dire Dawa - Dawale electric railway project was awarded to another Chinese state owned enterprise, Civil Construction Corporation (CCECC).
The Ethiopian government plans to construct more than 2,000Km of rail lines during the five year Growth and Transformation Plan period.

Holland Car Goes Bankrupt!

The first automobile car assembly plant in Ethiopia, Holland Car Plc, announced to its employees last Tuesday via teleconference that the company had gone bankrupt. The company’s founder and general manager, Tadesse Tessema (Eng.), conducted the teleconference direct from Holland with his employees in Ethiopia.

The company was founded in 2005 with an eleven million birr initial capital after Tadesse decided to establish it in a joint venture with a Dutch company Trento BV, Engineering.

The company could not settle the 20 million birr loan which it borrowed from Zemen Bank, The Reporter learnt.

“In 2010 we were asked to come up with a solution for the shortage of public transportation in the country. Following that a task force comprising [the then] Addis Ababa Branch Office of the Federal Road Transport Authority, Anbessa City Bus Enterprise, Holland Car and a few experts from the Netherlands conducted a study and managed to come up with a possible solution. On July 2010, we presented the study at a meeting held at Sheraton Addis and the project idea wast accepted by the stakeholders. Afterwards, Holland Car started to build a factory that assembles buses and we displayed the first bus that was assembled at a cost of over 8.5 million birr. However, after we manufactured the bus, we were told that the stakeholders from the transport sector are not interested to work with us on public transportation and that’s how we incurred our biggest loss,” Tadesse explained to his employees.

He went on to say that foreign currency crunch, devaluation of the birr against the dollar, the rising inflation and other steep expenses including rent forced the company in to bankruptcy.   

According to sources, the company had deals with 600 customers to deliver assembled cars of different models. However, as the company could not carry on importing items and assemble orders from customers it had no option but to refund the money that was paid by some 480 customers. Though the company has managed to import parts for 120 cars, it has been slapped with a customs duty that is still outstanding  and is obliged to pay 85,000 birr apiece to the prospective owners due to the devaluation of the birr.

The company used to assemble cars under different brands namely Docc, Abay, Shebelle, Awash Executive, Abay Executive, Imay, Tekeze and Ahadu (trailer bus).
The company’s first assembly plant was built on a 20,000-sq.m plot near Modjo, 70 kms south east of Addis Ababa. The second plant was opened in late 2008 under the name Cassiopeia Assembly Factory in Tatek, a former military barrack located on the outskirts of the capital.

Holland Car was awarded the "JAC Motors Best Overseas Plant - 2009" award from its supply partner, JAC Motors. It was also awarded the prestigious SMME 2009 award in the most innovative category and was a recipient of the 2009 Africa SMME of the year Award which was held in Cape Town, South Africa in October, 2009.

Before establishing Holland Car Tadesse founded a company named Ethio-Holland which used to import used Lada cars from the Netherlands. Later he decided to assemble cars locally in Ethiopia and launched Holland Car.

In 2007, Holland Car assembled the Lifan 520 under the name Abayuntil it parted ways with the Chinese Lifan Group in 2009. In the same year the company concluded a new deal with another Chinese company, JAC Motors, to supply it with engines.
Currently, Holland Car has around 100 employees down from a high of 250.
